What the program is
The Economic Empowerment & Financial Inclusion Program expands access to safe, community-owned financial services through Village Savings and Loan (VSL) groups in rural villages.
MWADEMO establishes, trains, and supports democratic savings groups with elected leaders (Chairperson, Secretary, Treasurer), transparent record-keeping, and simple community-based regulations that build trust and participation.
Groups mobilise savings and provide affordable loans for income generation, education fees, health needs, farming inputs, and other household priorities. Informal groups are also supported to connect with formal banks to expand longer-term access to financial services.
Why it matters
Many low-income rural households—especially women and youth—remain excluded from formal financial systems due to lack of collateral, limited financial literacy, and high costs of borrowing. This program addresses these barriers using trust-based, locally owned approaches.

Loans are interest-free with a small 4% administration fee to sustain group operations, making credit affordable while supporting long-term continuity.
Who it serves
- Rural women as priority beneficiaries of Village Savings and Loan groups
- Smallholder farmers and informal entrepreneurs seeking capital for livelihoods
- Youth and young men supported through flexible motorbike business loans
- Community groups formed through shared bonds of trust (kinship or community)
Currently, over 1,000 women are registered across 12 villages, and 100 motorbikes are on loan to young entrepreneurs to support income generation.
